News of the Constitution

 

The main developments that brings this Constitution are:

 

·  Simplification of the Treaties: although not as much as expected.

 

·  Disappearance of the European Community (EC): legal personality is assumed by the EU.

 

·  The European Parliament equals power with the Council.

 

·  Changing voting system in the Council: decisions are taken by 55% of states representing at least 65% of Europeans.

 

·  Bill of Rights: the Constitution includes a list of citizens' rights.
