NGOs are foundations
or associations of private non-profit, as no attempt to economic profitability
of its activities. They are independent of any government and its scope of
action can range from local to international.
The objectives of NGOs,
established by its members, are supportive in nature, humanitarian and
altruistic. The fight against hunger, health care, respect for human rights and
caring for the environment are some of its aims.
History of
NGOs
The first performance related
to the modern concept of NGOs can be traced back to 1840, when he met the World
Anti-Slavery Convention. This provoked an international movement against the
slave trade.
The first NGO considered as
such is the Red Cross. Initiative Henri Dunnat, after seeing the high number of
casualties occurred at the battle of Solferino between France and Austria. It
was formed in 1863 the International Red Cross.
Among the first NGOs are also
important: Save the Children's Fund, founded in 1919 to help young orphans and
Oxfam (Oxford Famine Relief Committee), which arose after World War II with the
intention of fighting hunger.
Currently, NGOs, the
so-called third sector, are of increasing importance. The number of such
organizations has increased significantly and increasingly exert more pressure
on governments.
In 1945 they were recognized
by the United Nations, a body which ordered since its Economic and
Social Council consult the opinion of these NGOs.
Legislation
Las ONGs, desde el punto de
vista legal, pueden constituirse en: The NGOs, from the legal point of view,
they can become:
· Associations: grouping of
individuals, non-profit, independent state and a democratic organization.
· Foundations: differ from the
previous ones in that they need to possess a heritage and are not formed by
partners.
However, despite the
different legal form by the eligible, pursue both ends of general interest
established by its members.
The associations and
foundations are non-profit making, that is, if they obtain economic
profitability of its activities, should allocate the benefits to the
humanitarian purposes of the entity.
Financing
Funding for the NGOs who
chooses each depends on the choice taken by its founders in the creation and in
the drafting of the statutes. In general, their funding sources can be
classified into:
Funding sources themselves: those previous
accomplished either through licensing fees imposed their partners or through
collections achieved with drawings or other activities.
Funding sources outside can be both
public and grants and state aid, such as private donations from businesses.
In Spain, in 2006, the
government and NGOs signed an agreement which expands to 0.7% the percentage
who are given the voluntary fee of citizens in its statement of income tax.
Human resources of the NGO
The basis of NGOs is in volunteerism,
because without him it would not be possible to implement projects designed. It
consists of people who work freely, without receiving any benefit.
The volunteers are a very
important social figure in the development of supportive actions. Since 1996
there is a law that governs the actions of people who perform this work.
They recognize rights as
conducting their work in appropriate conditions, the hiring of an accident
insurance and receive the training needed to do the work entrusted to them.
But it also speaks of their
duties which include respect for the recipients of their action, matching the
plans set forth by the organization or non-acceptance in the event of any
economic retribution whatsoever.
The number of volunteers is
on the rise and so, in addition to the volunteers, there are a growing number
of people who volunteer to travel on a temporary basis during their vacations
to countries where need your help. Too often in the case of health personnel.
